Chris Ibey
President & CEO, ARX Fencing & Logistics Inc.
Chris Ibey, President & CEO of ARX, is an Ottawa based entrepreneur. He founded TOERSA Security (toersa.com) in 2008 when he saw a need for a higher level of professionalism and customer service in the security industry. Chris continues to be the President & CEO of TOERSA Security. With a Bachelor of Commerce degree specializing in HR Management and over 20 years of experience in the hospitality industry, Chris puts a strong focus on employee training and developing the best behaviors in team members.
ARX Fencing & Logistics was founded when a need was recognized in the hospitality and special event industry. A need for a safer, more thoroughly planned, site setup by way of an analysis of patron and vehicular traffic flow. The two main branches of ARX, anti-vehicle mitigation and temporary fencing were both born from recognizing the need for a solution presented by issues at special events and current events around the world. Vehicle attacks on pedestrians in places like the Berlin Christmas Market in 2016, Edmonton Police in 2017, and the Toronto van attack on Yonge St in 2018 were key examples for a need for greater safety considerations where crowds gather. The addition of temporary fence rental products came from the team’s experience re-designing special event sites for optimum patron ingress and egress.
Chris has been invited to provide expert witness testimony for court cases involving crowd safety at festivals, gun violence in night clubs, over-service at bars, intoxication at festivals, intoxication at sporting events, and overall patron safety. Chris was also a panel discussion moderator and contributor for the 2017 Canadian Music Week.
Through proper emergency planning, Chris has helped lead several full or partial site evacuations when affected by natural disaster, handling caller bomb threats, suspicious packages, crowd dynamics and weapons violence. Emergency planning also helps with overall safety in managing pedestrian and vehicle traffic flow.
For major event planning and execution, he has worked closely with local Police Services, Public Transit Officials, AGCO Inspectors, Engineers, Paramedic Services and occasionally on Parliament Hill with the Parliamentary Protective Service (RCMP) and the Prime Minister’s Protective Detail. Chris has worked with RCMP for planning public protest response/prevention during pharmaceutical conferences, public addresses given by ambassadors, and education policy summits. He has also provided protective details for corporate executives, foreign Royal Family members, foreign ambassadors, celebrities, professional athletes, and Olympians. Chris also had a role in planning for patron safety for the NHL Centennial Classic and the CFL Grey Cup in Ottawa.
In his spare time, Chris enjoys social time with friends, reading and time at the gym. He is also President & CEO of Purple Potties & Environmental Services Inc. and Vice President and GM of Priority One First Aid Services Inc.

Mark Williams
Vice President
Mark Williams is an industrious Ottawa based entrepreneur and one of the founding members of ARX Fencing & Logistics. Business was not Mark’s first choice though. Mark started his career in the field of Developmental Psychology. He has worked as a mentor, youth leader, and has sat on boards of NGO’s in his home country of St.Kitts and Nevis. This has allowed Mark to develop the people skills needed to build informed, well trained teams that work well together and achieve success.
Mark’s Business Career started when he launched an entertainment company in Ottawa whose focus was creating unique experiences for nightclub goers. After four years of successful events, Mark decided to switch his focus to the safety and security of special events. It is this new focus that led to the creation of ARX Fencing and Logistics Inc with his business partner. Mark is passionate about creating safe customized solutions for sites and special events across the Greater Ottawa Area.
Mark is also the Director of Operations for TOERSA Security Inc and Co-owner and General Manager of Purple Potties and Environmental Services.
